Public Records
Public Records Requests.
The City Clerk is Duvall's Public Records Officer. Requests for public records should be submitted to the City Clerk's Office or the Duvall Police Department using the NextRequest online portal. This is the fastest and most efficient way to make your request, receive your requested records, and pay for the documents you need. For more information, contact the City Clerk at 425.788.1185. Also, you should be aware that your records request and any responsive records provided by the City of Duvall are public records and, as such, will be publicly available to any person or entity who requests them.

Records may be inspected free of charge at City Hall. After your initial request, please inform City staff that you would like to review the records, and we will arrange the review.
PLEASE NOTE: You may be required to pick up police-related records or reports in person and present a photo identification. There is no charge if you are the victim of a crime or a party involved in a traffic accident.
We use the Public Records Act, other sections of the Revised Code of Washington, the City and County Code, and case law to determine what information may be released in response to a public records request.
Fees for Records:
- Photocopies or printed copies of electronic records, 25¢ per page.
- Paper records scanned into electronic format, 20¢ per page.
- Electronic files uploaded to e-mail, cloud-based data storage, $3.50 up to ten files.
- Electronic files uploaded to e-mail, cloud-based data storage, 5¢ per file after ten files.
- The transmission fee for electronic records is 10¢ per GB.
- Credit Card surcharge for requests paid over the telephone is $2.00 per transaction.
- Redacted Footage from Body-Worn Cameras $38.41 per hour of redaction. Charged in hourly increments. No charge for parties involved in accordance with 42.56.240(14)(e)(i) RCW.
- Unredacted Footage from Body-Worn Cameras $ 4.00 per video. No charge for parties involved.
- Recording from Redacted Audio File, $ 38.41 per hour of redaction. Charged in hourly increments. No charge for parties involved.
- Unredacted Audio File $ 4.00 per recording. No charge for parties involved.
- Police Report or Collision Report: $ 8.00 per report. No charge if the requesting party is directly involved.
- Storage media (Flash Drive): $8.00 per unit.
- Compact Discs or DVDs: $1.25 per disc.
- Certification of Records: $6.50 per record.
- Use of outside vendors for unusual formats or copious quantities of printed material or data, as well as actual cost.

* Required if City staff estimates that a request would require information technology expertise to prepare data compilations or provide customized electronic access services when the City does not use such compilations and customized access services for other City purposes.
Making a Payment for Your Public Records Request.
Please note that if you are requesting electronic records, we will provide them in their native format. You will also receive an invoice for your records request once all records are available for production. You must pay for the records request in full before staff can release your records. Please click HERE for a complete list of our fees. You may pay by credit or debit card, through the public records request portal, or by check or cash. You may also bring a check directly to City Hall. Cash will only be accepted in person at City Hall, 15535 Main Street, NE, Duvall, WA 98019, Monday through Thursday from 9:00 to 16:00. DO NOT POST CASH BY MAIL. The City of Duvall and its staff, agents, officers, or representatives will not be responsible for any monies sent by mail that may be lost in transit.
Please note that you have 30 calendar days from the date you receive notification that the records related to your request are ready for download, once you make payment for your public records request. If you do not pay your invoice in full within 30 days of the notice, we will mark your request as abandoned, and you will need to file a new public records request.
For Persons, Organizations, or Individuals Seeking a List of Individuals from the City of Duvall.
If you, your organization, or your business is either planning to or requesting a list of individuals from the City of Duvall, please note that the Public Records Act at RCW 42.56.080 authorizes agencies to require a requester to provide information on the purpose of a request "to establish whether inspection and copying would violate RCW 42.56.070(8)." This provision of the Act expressly precludes the City from providing "lists of individuals requested for commercial purposes."
The Washington State Court of Appeals ruled that, in responding to a public records request that includes a list of individuals, an agency must investigate whether the list could be used for commercial purposes to comply with RCW 42.56.070(8). SEIU Healthcare 775NW v State of Washington, 193 Wn. App. 377, 377 P.3d 214 (2016). The Court also established guidelines on the information the City may request.
Any persons, organizations, or businesses wishing to request a list of individuals from the City of Duvall must complete a Commercial Purpose Declaration form and submit it with their public records request. Please complete the said declaration and return it to the City Clerk as the City's delegated Public Records Officer. If the City does not receive a completed declaration within thirty (30) days of the date it was requested, the City will be unable to process your records request, and it will be marked as abandoned and, therefore, closed. If the City has any questions about your completed declaration, it will contact you. This declaration is a public record.
When signing this declaration, you must certify, under penalty of perjury under the laws of the State of Washington, that the information you provided in the Commercial Purpose Declaration is true and accurate. You will further certify under penalty of perjury that you read the declaration form and understand that the City of Duvall cannot provide a list of individuals to you, your organization, or business if your organization or you have a commercial purpose for the information you might obtain through your records request. Further, you will certify under penalty of perjury that any list of individuals that you, your organization, or your business receive according to the request you made to the City of Duvall will not be used for any commercial purpose in violation of RCW 42.56.070(8), RCW 82.32.330(3)(k), or RCW 19.02.115(3)(g).
